    Photonic band gap in isotropic hyperuniform disordered solids with low dielectric contrast

    We report the first experimental demonstration of a TE-polarization photonic band gap (PBG) in a 2D isotropic hyperuniform disordered solid (HUDS) made of dielectric media with a index contrast of 1.6:1, very low for PBG formation. The solid is composed of a connected network of dielectric walls enclosing air-filled cells. Direct comparison with photonic crystals and quasicrystals permitted us to investigate band-gap properties as a function of increasing rotational isotropy. We present results from numerical simulations proving that the PBG observed experimentally for HUDS at low index contrast has zero density of states. The PBG is associated with the energy difference between complementary resonant modes above and below the gap, with the field predominantly concentrated in the air or in the dielectric. The intrinsic isotropy of HUDS may offer unprecedented flexibilities and freedom in applications (i. e. defect architecture design) not limited by crystalline symmetries

    Isotropic Band Gaps and Freeform Waveguides Observed in Hyperuniform Disordered Photonic Solids

    Recently, disordered photonic media and random textured surfaces have attracted increasing attention as strong light diffusers with broadband and wide-angle properties. We report the first experimental realization of an isotropic complete photonic band gap (PBG) in a two-dimensional (2D) disordered dielectric structure. This structure is designed by a constrained-optimization method, which combines advantages of both isotropy due to disorder and controlled scattering properties due to low density fluctuations (hyperuniformity) and uniform local topology. Our experiments use a modular design composed of Al2O3 walls and cylinders arranged in a hyperuniform disordered network. We observe a complete PBG in the microwave region, in good agreement with theoretical simulations, and show that the intrinsic isotropy of this novel class of PBG materials enables remarkable design freedom, including the realization of waveguides with arbitrary bending angles impossible in photonic crystals. This first experimental verification of a complete PBG and realization of functional defects in this new class of materials demonstrates their potential as building blocks for precise manipulation of photons in planar optical micro-circuits and has implications for disordered acoustic and electronic bandgap materials

    A Self-Contained Subsea Platform for Acoustic Monitoring of the Environment Around Marine Renewable Energy Devices-Field Deployments at Wave and Tidal Energy Sites in Orkney, Scotland

    The drive towards sustainable energy has seen rapid development of marine renewable energy devices (MREDs). The NERC/Defra collaboration FLOw, Water column and Benthic ECology 4-D (FLOWBEC-4D) is investigating the environmental and ecological effects of installing and operating wave and tidal energy devices. The FLOWBEC sonar platform combines several instruments to record information at a range of physical and multitrophic levels for durations of two weeks to capture an entire spring-neap tidal cycle. An upward-facing multifrequency Simrad EK60 echosounder is synchronized with an upward-facing Imagenex Delta T multibeam sonar. An acoustic Doppler velocimeter (ADV) provides local current measurements and a fluorometer measures chlorophyll (as a proxy for phytoplankton) and turbidity. The platform is self-contained, facilitating rapid deployment and recovery in high-energy sites and flexibility in gathering baseline data. Five 2-week deployments were completed in 2012 and 2013 at wave and tidal energy sites, both in the presence and absence of renewable energy structures at the European Marine Energy Centre (EMEC), Orkney, U.K. Algorithms for target tracking have been designed and compared with concurrent, shore-based seabird observations used to ground truth the acoustic data. The depth preference and interactions of birds, fish schools and marine mammals with MREDs can be tracked to assess whether individual animals face collision risks with tidal stream turbines, and how animals generally interact with MREDs. These results can be used to guide marine spatial planning, device design, licensing and operation, as different device types are tested, as individual devices are scaled up to arrays, and as new sites are considered

    The Salmonella enterica effector SteD depletes mature MHC class II (mMHCII) molecules from the surface of infected antigen-presenting cells through ubiquitination of the cytoplasmic tail of the mMHCII β chain. This requires the Nedd4 family HECT E3 ubiquitin ligase Wwp2 and a tumor-suppressing transmembrane protein adaptor Tmem127. Here, through a proteomic screen of dendritic cells, we found that SteD targets the plasma membrane protein CD97 for degradation by a similar mechanism. SteD enhanced ubiquitination of CD97 on K555 and mutation of this residue eliminated the effect of SteD on CD97 surface levels. We showed that CD97 localises to and stabilises the immunological synapse between dendritic cells and T cells. Removal of CD97 by SteD inhibited dendritic cell-T cell interactions and reduced T cell activation, independently of its effect on MHCII. Therefore, SteD suppresses T cell immunity by two distinct processes

    Gatekeepers of financial power: from London to Lagos

    The main premise of this paper is that, until recently, African elites did not regulate or control financial flows moving across the continent. They were not financial gatekeepers. In Africa Since 1940, Cooper identified African elites as gatekeepers regulating access to resources and opportunities passing through strategic sites. This paper makes a case for revision of existing notions of the gatekeeper state in an ongoing effort to (re)negotiate the continent’s colonial past through two new arguments. The first is that financial power was never located at a ‘peripheral’ African gate, but resolutely held onto within leading financial centres, circumventing any opportunity for African elites to control financial flows. Failure to distinguish between types of flows distorts analysis of African political economic power under colonialism. It is only in the post-2000 period, that we see powerful African states driving the integration of African markets into the global financial system. The second argument is that these African goals to control financial flows correspond more to ‘gateway’ strategies than to gatekeeper. Drawing on the case of Lagos, I demonstrate how this ‘gateway’ concept better captures trans-scalar processes of new financial clustering in Africa’s emerging markets than a concept associated with ‘gates’ under Empire

    Small UAS Detect and Avoid Requirements Necessary for Limited Beyond Visual Line of Sight (BVLOS) Operations

    Potential small Unmanned Aircraft Systems (sUAS) beyond visual line of sight (BVLOS) operational scenarios/use cases and Detect And Avoid (DAA) approaches were collected through a number of industry wide data calls. Every 333 Exemption holder was solicited for this same information. Summary information from more than 5,000 exemption holders is documented, and the information received had varied level of detail but has given relevant experiential information to generalize use cases. A plan was developed and testing completed to assess Radio Line Of Sight (RLOS), a potential key limiting factors for safe BVLOS ops. Details of the equipment used, flight test area, test payload, and fixtures for testing at different altitudes is presented and the resulting comparison of a simplified mathematical model, an online modeling tool, and flight data are provided. An Operational Framework that defines the environment, conditions, constraints, and limitations under which the recommended requirements will enable sUAS operations BVLOS is presented. The framework includes strategies that can build upon Federal Aviation Administration (FAA) and industry actions that should result in an increase in BVLOS flights in the near term. Evaluating approaches to sUAS DAA was accomplished through five subtasks: literature review of pilot and ground observer see and avoid performance, survey of DAA criteria and recommended baseline performance, survey of existing/developing DAA technologies and performance, assessment of risks of selected DAA approaches, and flight testing. Pilot and ground observer see and avoid performance were evaluated through a literature review. Development of DAA criteria—the emphasis here being well clear— was accomplished through working with the Science And Research Panel (SARP) and through simulations of manned and unmanned aircraft interactions. Information regarding sUAS DAA approaches was collected through a literature review, requests for information, and direct interactions. These were analyzed through delineation of system type and definition of metrics and metric values. Risks associated with sUAS DAA systems were assessed by focusing on the Safety Risk Management (SRM) pillar of the SMS (Safety Management System) process. This effort (1) identified hazards related to the operation of sUAS in BVLOS, (2) offered a preliminary risk assessment considering existing controls, and (3) recommended additional controls and mitigations to further reduce risk to the lowest practical level. Finally, flight tests were conducted to collect preliminary data regarding well clear and DAA system hazards
